About Me:

Mr. Zafarullah Khawaja is a distinguished public sector leader, senior educationist, legal professional, and governance advisor with more than three decades of progressive experience in public administration, higher education, institutional development, policy advisory, curriculum reform, and humanitarian sector leadership. Widely respected for his strategic vision, administrative acumen, and commitment to public service, he has contributed significantly to educational reform, institutional strengthening, human resource development, and social sector governance in Pakistan, particularly in Sindh Province.

Throughout his professional career, Mr. Khawaja has demonstrated exceptional leadership in government institutions, educational management, and policy-oriented initiatives aimed at strengthening public systems and improving institutional performance. His multidisciplinary background in law, international relations, education, and governance enables him to effectively engage with complex administrative, developmental, and policy challenges at both provincial and national levels.

Mr. Khawaja served as Director Information Technology at the Benazir Bhutto Shaheed Human Resource Research & Development Board (BBSHRRDB), Government of Sindh, where he played a leading role in modernizing vocational education and training systems through digitization, curriculum development, and strategic institutional reforms. During his tenure, he successfully led initiatives focused on skills development, labor market alignment, institutional modernization, and youth empowerment.

In this senior leadership position, he chaired multiple committees related to curriculum review, human resource development, institutional performance evaluation, and strategic planning. He also represented the organization in national consultations, intergovernmental engagements, and international development dialogues, including meetings facilitated by UN Women in Karachi and Islamabad. His contributions significantly enhanced institutional effectiveness, strategic planning processes, and stakeholder coordination mechanisms within the vocational training sector.

Alongside his administrative leadership, Mr. Khawaja has maintained a long and distinguished academic career within the Government College Education Department, Sindh. Appointed through the Sindh Public Service Commission (SPSC), he has served as Lecturer and senior faculty member from BS-17 to BS-19 levels since 1993. Over the years, he has contributed extensively to teaching, student mentorship, academic management, curriculum enhancement, and institutional development.

His educational leadership reflects a strong commitment to academic excellence, intellectual development, and strengthening higher education systems. He has actively participated in institutional governance processes and quality improvement initiatives aimed at enhancing educational standards and administrative effectiveness within the public education sector.

In addition to his distinguished government service, Mr. Khawaja has played an influential role within the humanitarian and development sector through voluntary leadership and advisory engagement. He currently serves as the Honorary President of Sukaar Foundation, a prominent humanitarian and development organization working across Sindh, particularly in arid, climate-vulnerable, and underserved regions.

In this honorary and voluntary capacity, he has provided strategic leadership, institutional guidance, governance oversight, and policy-level support to strengthen the organization’s operational systems, strategic direction, and external positioning. His contributions include supporting organizational growth, strengthening governance structures, facilitating donor engagement, promoting institutional partnerships, and guiding strategic planning processes.

Under his continued guidance and leadership support, Sukaar Foundation successfully expanded its national and international engagement through memberships in prestigious humanitarian and development networks, including READY Pakistan and the Start Network, while also strengthening relationships with donors, INGOs, and institutional partners.

Mr. Khawaja has also extended voluntary advisory support to several civil society and development organizations, particularly in areas related to governance, public sector coordination, institutional development, policy engagement, and organizational capacity strengthening. His understanding of public systems and governance frameworks has made him a highly valued advisor within both public and non-profit sectors.

A seasoned policy thinker and institutional strategist, Mr. Khawaja possesses deep expertise in educational reform, governance systems, strategic planning, curriculum development, legal interpretation, stakeholder engagement, and organizational management. His ability to bridge public administration with development sector priorities has enabled him to effectively contribute to inclusive policy dialogue, institutional transformation, and sustainable development initiatives.

Over the course of his career, he has participated in numerous national and international conferences, seminars, workshops, and policy forums focused on vocational education and training (TVET), gender inclusion, institutional digitization, governance reform, and public-private partnerships in education. His international exposure through study tours and official visits across North America, Europe, Asia, and the Middle East has further strengthened his global perspective on governance, education systems, and institutional development.
